DOT Publishes 2011 Drug & Alcohol Random Testing Rates

The Office of Drug and Alcohol Policy and Compliance (“ODAPC”) of the U.S. Department of Transportation (“DOT”) and the United States Coast Guard (“USCG”) released the minimum random drug- and alcohol-testing rates for calendar year 2011.

These random testing rates are determined by each agency’s administrator after reviewing data gathered by the DOT related to testing during prior years.  Across the board, testing rates for both drug- and alcohol-testing rates remain unchanged from calendar year 2010.

The annual minimum drug and alcohol random testing rates established within DOT Agencies and the USCG for 2011 are:

FEDERAL AVIATION ADMINISTRATION (FAA)
25% (Drugs)
10% (Alcohol)
 
FEDERAL MOTOR CARRIER SAFETY ADMINISTRATION (FMCSA)
50% (Drugs)
10% (Alcohol)
 
FEDERAL RAILROAD ADMINISTRATION (FRA)
25% (Drugs)
10% (Alcohol)
 
FEDERAL TRANSIT ADMINISTRATION (FTA)
25% (Drugs)
10% (Alcohol)
 
PIPELINE & HAZARDOUS MATERIALS SAFETY ADMINISTRATION (PHMSA)
25% (Drugs)
N/A (Alcohol)
 
UNITED STATES COAST GUARD (USCG)*
50% (Drugs)
N/A (Alcohol)

* While the USCG is now a part of the Department of Homeland Security, USCG-covered employees may still be combined with DOT-covered employees in drug-testing pools.
